Intelligence analysts, like other professionals, form norms that define standards of tradecraft excellence. These norms, however, have evolved in an idiosyncratic manner that reflects the influence of prominent insiders who had keen psychological insights but little appreciation for how to translate those insights into testable hypotheses. The net result is that the prevailing tradecraft norms of best practice are only loosely grounded in the science of judgment and decision-making. The “common sense” of prestigious opinion leaders inside the intelligence community has (...) pre-empted systematic validity testing of the training techniques and judgment aids endorsed by those opinion leaders. Drawing on the scientific literature, we advance hypotheses about how current best practices could well be reducing rather than increasing the quality of analytic products. One set of hypotheses pertain to the failure of tradecraft training to recognize the most basic threat to accuracy: measurement error in the interpretation of the same data and in the communication of interpretations. Another set of hypotheses focuses on the insensitivity of tradecraft training to the risk that issuing broad-brush, one-directional warnings against bias (e.g., over-confidence) will be less likely to encourage self-critical, deliberative cognition than simple response-threshold shifting that yields the mirror-image bias (e.g., under-confidence). Given the magnitude of the consequences of better and worse intelligence analysis flowing to policy-makers, we see a compelling case for greater funding of efforts to test what actually works. Throughout history no mere mortal has been more revered and esteemed by so many diverse people than Abraham, great patriarch of the three enduring monotheistic religions. Implicit knowledge is perhaps better understood as latent knowledge so that it is readily apparent that it contrasts with explicit knowledge in terms of the form of the knowledge representation, rather than by definition in terms of consciousness or awareness. We argue that as a practical matter any definition of the distinction between implicit and explicit knowledge further involves the notion of control.

The adoption of the term grievance-fuelled violence reflects the fact that similarities exist between those committing violent acts in the context of grievance in different settings, so potentially allowing the application of insights gained in the study of one group to be applied to others. Given the low base rate of violence against public figures, studies in the field of violence against those in the public eye have tended to use, as a proxy for violence, attempts by the individuals concerned (...) to achieve unwarranted and unwanted proximity to the subject of their attention, given that approach is a necessary prerequisite for most forms of attack. In such studies, one factor that has frequently been considered is whether the making of threats is associated with a subsequent approach. The results have been varied, with no correlation found in some, a negative correlation in others, and a positive correlation in at least one. Such studies have been retrospective, using case files prepared for other purposes, and samples of cases have been selected according to their victims’ sector of employment – for instance, politicians, celebrities, judiciary, and the corporate world. This study of a sample of 126 threat assessment cases, using a prospective methodology, looks at the associations between the making of threats and subsequent approach from a different angle – that of a standardised and validated classification of underlying motivation. It finds that particular types and forms of threat are significantly associated with subsequent approach in cases that are fuelled by grievance, but not in those with the motivation of seeking a relationship. Furthermore, when a sample with a mixture of motivational categories was examined in the manner of previous studies, such associations with threat were not apparent. These results refine the existing understanding of the significance of threats in public-facing cases. Future research projects in this area might usefully incorporate the consideration of underlying motivation, in particular grievance. (shrink)

This book presents views of the concept of intention and its relationship to communication from three perspectives: philosphy, linguistics, and artificial intelligence. The book is a record of a workshop held in 1987.

This paper explores principles governing the rational balance among an agent's beliefs, goals, actions, and intentions. Such principles provide specifications for artificial agents, and approximate a theory of human action (as philosophers use the term). By making explicit the conditions under which an agent can drop his goals, i.e., by specifying how the agent is committed to his goals, the formalism captures a number of important properties of intention. Specifically, the formalism provides analyses for Bratman's three characteristic functional roles played (...) by intentions [7, 9], and shows how agents can avoid intending all the foreseen side-effects of what they actually intend. Finally, the analysis shows how intentions can be adopted relative to a background of relevant beliefs and other intentions or goals. By relativizing one agent's intentions in terms of beliefs about another agent's intentions (or beliefs'), we derive a preliminary account of interpersonal commitments. (shrink)

This paper explores the truism that people think about what they say. It proposes that, to satisfy their own goals, people often plan their speech acts to affect their listeners' beliefs, goals, and emotional states. Such language use can be modelled by viewing speech acts as operators in a planning system, thus allowing both physical and speech acts to be integrated into plans. Methodological issues of how speech acts should be defined in a planbased theory are illustrated by defining operators (...) for requesting and informing. Plans containing those operators are presented and comparisons are drawn with Searle's formulation. The operators are shown to be inadequate since they cannot be composed to form questions (requests to inform) and multiparty requests (requests to request). By refining the operator definitions and by identifying some of the side effects of requesting, compositional adequacy is achieved.The solution leads to a metatheoretical principle for modelling speech acts as planning operators. John Conington was a towering figure in Victorian scholarship, not least because of his remarkably sensitive and literate commentaries on Virgil’s _Aeneid. _The three-volume cloth edition of _The Works of Virgil_, begun by Conington in 1852, has been unavailable for over a century, except in rare second-hand sets. Now, for the first time, the whole of Conington’s work is being reissued in a set of six paperback volumes. Between the affirmative and the negative, the compositional and the oppositional, we need to rethink the difference between difference and contradiction. In this regard, the concept of ‘diplomacy’, as developed by Isabelle Stengers, is of particular significance. Whereas many adherents of an affirmative ontology of difference reduce contradiction to a caveat – ‘of course, antagonism is inevitable, but …’ – diplomacy makes contradiction its fundamental concern. This article explicates the significance of such a conception, via close readings of Stengers’ work (...) in relation to that of Gilles Deleuze, and Gottfried Wilhelm Leibniz. However, it also develops diplomacy in new directions, particularly relating the diplomatic ‘fold’ to the sovereign ‘cut’. The fold of coexistence, then, is achieved through diplomacy as a ‘labour of difference’, against ‘facile pluralism’, which takes worldly cohabitation as given. A diplomatic political ontology is neither bellicose nor pacific; rather, it dramatizes the possibility of peace from within a coercive historical reality. (shrink)

This paper presents an enhanced ontology formalization, combining previous work in Conceptual Structure Theory and Order-Sorted Logic. Most existing ontology formalisms place greater importance on concept types, but in this paper we focus on relation types, which are in essence predicates on concept types. We formalize the notion of ‘predicate of predicates’ as meta-relation type and introduce the new hierarchy of meta-relation types as part of the ontology definition. The new notion of closure of a relation or meta-relation type is (...) presented as a means to complete that relation or meta-relation type by transferring extra arguments and properties from other related types. The end result is an expanded ontology, called the closure of the original ontology, on which automated inference could be more easily performed. Our proposal could be viewed as a novel and improved ontology formalization within Conceptual Structure Theory and a contribution to knowledge representation and formal reasoning (e.g., to build a query-answering system for legal knowledge). An experiment was performed to investigate the effects of practice and spacing on retention of Japanese–English vocabulary paired associates. The relative benefit of spacing increased with increased practice and with longer retention intervals. Data were fitted with an activation‐based memory model, which proposes that each time an item is practiced it receives an increment of strength but that these increments decay as a power function of time. The rate of decay for each presentation depended on the activation at the time (...) of the presentation. This mechanism limits long‐term benefits from further practice at higher levels of activation and produces the spacing effect and its observed interactions with practice and retention interval. The model was compared with another model of the spacing effect (Raaijmakers, 2003) and was fit to some results from the literature on spacing and memory. (shrink)

This article examines the women-led natural deathcare movment in the early 21st century U.S., focusing upon the movement’s non-coincidental epistemological and gender-political similarities to the natural childbirth movement. Adopting an interdisciplinary approach and drawing upon the author’s intensive interviews with pioneers and leaders of the U.S. natural deathcare movement, as well as from the author’s own participation in the movement, this article argues that the political similarities between the countercultural natural childbirth and natural deathcare movements reveal a common cultural provocation—one (...) that spans the natal transition and the fatal transition.
